Meeting Ontario's Emission Reduction Regulations
Over the next 10 years, Ontario’s new regulations will ensure facilities significantly reduce emissions resulting in numerous positive health and environmental benefits. TWD supported our client, one of Canada’s largest oil refining companies, in installing Continuous Monitoring Systems on Flares and Fuel Gas to meet the requirements of the new provincial air pollution regulations for sulphur dioxide (SO2) emissions.
To meet our clients needs, TWD adapted a flexible project delivery approach to help achieve Ontario’s commitment to reducing SO2 emissions from petroleum facilities by 80%.
Integrated Approach Yields Efficient, Cost-Effective Success
The outcomes of this project are a testament to our strategic and integrated approach. Beginning with the FEED for the installation of Continuous Monitoring Systems on Flares and Fuel Gas, we not only ensured compliance with new regulations but also set the stage for a holistic project execution. By employing a lifecycle-based evaluation methodology for the client's SO2 and Total Reduced Sulfur (TRS) content mass spectrometer and aligning it with another Unit's H2S Analyzer System, we identified a single vendor to execute both projects concurrently.
This integrated approach not only fostered synergy in project execution but also brought about efficiency in implementation and substantial cost savings. Our advanced construction work planning at the FEED stage allowed us to provide competitive estimates and out-of-the-box methodologies, engaging vendors early on. Proactive risk management was a key focus, utilizing tools such as laser scanning, 3D modeling, and UT inspection to eliminate potential recycled engineering and costly construction rework.
By expediting the purchase of Project Long Lead items on the critical path, we not only met challenging milestones but also appealed to broader fiscal and financial commitments and constraints. Embracing an integrated view of projects under the same regulatory mandate, we created a harmonious approach that delivered not in silos but as a unified force, enhancing overall project success.
